Someone else also asked this question and you can look at that if you need help. You get tickets when you post so 1 post = 1 ticket. With tickets you can buy BV items from either BC or other forumers

Adding to what April said, I believe you get around 3 tickets if you make a topic.
To give tickets, you would need to head over to the ticket booth forum and post in that thread where it says claim tickets. Fill out the form and tell them how many tickets you need.
